Cautious Optimism for Estrie Food Banks Following Quebec Provincial Budget

Sherbrooke, March 20th, 2026 – As the dust settles on Quebec’s latest provincial budget, a sense of “cautious optimism” is emerging from Moisson Estrie. In a recent interview with Joshua Bullard for the Local Journalism Initiative, General Director Christian Bibeau shared his perspective on what the new financial roadmap means for food security in our region.

The budget highlights two major wins for the sector: a $21 million earmark for food procurement and a $40 million commitment over four years for essential infrastructure. For Sherbrooke and the surrounding Townships, this infrastructure funding is vital. It allows Moisson Estrie and its partners to invest in “hardware”—the trucks, cold rooms, and freezers necessary to move fresh food safely to those in need. However, Bibeau clarified a common misconception: the $21 million isn’t a direct cash deposit.

Instead, it’s managed at a provincial level to buy food in bulk, which is then shipped to regional hubs. While this “hardware” is a victory, Bibeau warns that the “software” of social aid—the 75 local organizations on the front lines—received little to no new operational funding. With provincial demand projected to hit 3.9 million requests per month and global tensions threatening food prices, the battle for food security in Estrie remains a steep climb.
